The “4 hours” rule is probably the most dangerous piece of food safety advice circulating on the internet — not because it’s wrong, but because of how people use it. Most people read it as a budget: I’ve got four hours, so I can open the fridge and check on things. That’s exactly backwards. The four-hour estimate assumes you never touch the door. The moment you open it, cold air dumps out and you’ve burned a chunk of whatever margin you had. Open it a few times to “just check,” and you can blow through the whole window in under two hours.
The deeper issue is that the rule isn’t really about time at all. It’s about temperature. A stopwatch can’t tell you whether your food is safe. A thermometer can.
Two Different Clocks — and Why People Confuse Them
There are actually two separate rules here, and they’re almost always conflated:
- The 4-hour fridge estimate — an unopened, properly cold fridge will generally stay below 40°F for about 4 hours after power dies. That’s the estimate from the FDA, CDC, and FoodSafety.gov, and it’s a reasonable planning figure. The fine print: it assumes the door stays shut and the fridge was already at proper temperature before the outage. Every opening blows cold air out and shortens this window.
- The 2-hours-above-40°F discard rule — once your fridge has crossed 40°F, you have roughly a 2-hour window before perishables in that temperature zone should be discarded. This is the safety rule that actually governs the decision.
These are clocks measuring different things. The 4-hour figure is how long it probably takes a closed fridge to reach 40°F. The 2-hour figure is how long food can tolerate being above 40°F. One describes your appliance; the other describes your food. Most popular summaries quote one and ignore the other.
The cautious read: if you’re in hour three of an outage and you’ve opened the fridge four times, you may already be past the 2-hour-above-40°F threshold — you just can’t know it without a thermometer.
Temperature Is the Rule, Not the Clock
The actual governing standard is straightforward: keep the fridge at or below 40°F and the freezer at or below 0°F during normal operation, and discard perishables — meat, poultry, fish, eggs, soft cheese, leftovers, cut produce — once they’ve been above 40°F for 2 or more hours. Everything else, including the 4-hour estimate, is a rough proxy for hitting that threshold.
The FDA adds one nuance: food that’s still at 45°F or below is probably safe, but should be cooked or eaten immediately, not put back into storage. That’s a narrow eat-now exception, not permission to keep the item around.
This is why an appliance thermometer — a cheap, dedicated unit that lives inside your fridge or freezer — is the most important piece of emergency food safety equipment most people don’t own. Without one, you’re flying on time estimates and assumptions. With one, you can open the door once, read the temperature, make a real decision, and close it. Checking by smell or appearance is not a substitute. The bacteria that cause food poisoning don’t advertise themselves — food can look and smell completely normal and still make you seriously ill.
The Freezer Is a Different Story
Your freezer buys you substantially more time, and the guidance here is consistent across every major agency: a full freezer holds safe temperatures for about 48 hours with the door closed; a half-full freezer for about 24 hours. The physics explains why — a freezer packed with frozen mass is essentially its own ice bank, and there’s more thermal energy to dissipate before things warm up. An empty or near-empty freezer has almost no buffer.
Two things follow from this:
- If a big storm is coming, fill empty space in your freezer with containers of water ahead of time. Frozen jugs cost nothing and meaningfully extend your window.
- Be careful about the edges. Items near the door or on the top of a chest freezer may be at a very different temperature than items packed in the center. Don’t assume the whole freezer is uniform when you’re making the call.
Refreezing Partially Thawed Food
The test for refreezing isn’t “has it thawed” — it’s “what state is it in right now.” If a frozen item still has visible ice crystals, or registers at 40°F or below on a thermometer, it can be safely refrozen or cooked. Quality may suffer — texture often degrades through a thaw-refreeze cycle — but it’s safe.
The trap here is thinking that food re-frozen by a power restoration is automatically fine. If items warmed past 40°F for several hours before the power came back, they’re not made safe by being cold again. The damage happened during the warm window, not during the cold one. A thermometer reading after the fact tells you the current temperature, not what temperature the food passed through during the outage.
Buying More Time in a Long Outage
If the outage looks like it’s going to run long, the most effective intervention is the simplest: keep the doors shut. Every opening is a direct exchange of cold air for warm air, and it can’t be undone.
Beyond that, the play is adding cold mass. In the fridge, block ice buys additional hours by replacing what the cooling system would have done. In the freezer, dry ice is more effective — according to the FDA’s estimate, roughly 50 pounds of dry ice can keep an 18-cubic-foot, fully stocked freezer cold for about two days. That’s a planning figure from a single agency source, not a measured result, so treat it as a rough guide rather than a precise dose, and scale your expectations down for smaller or less-packed units.
One caveat that rarely gets paired with that number: dry ice sublimates into carbon dioxide gas. In an enclosed space — a car, a closed kitchen, a small room — that CO₂ can build to dangerous concentrations. Handle it with insulated gloves (contact frostbite is a real risk), and make sure the space is ventilated. The 2-day figure isn’t useful if you’re handling dry ice in a way that hurts you.
The Decision at the End of an Outage
When power comes back — or when you finally open things up — the question is always the same: what temperature has this food been at, and for how long? A fridge thermometer gives you the first half of the answer. The 2-hours-above-40°F rule gives you the framework for the second. If you can’t answer either question confidently, the guidance from every agency collapses to the same phrase: when in doubt, throw it out.
That phrase sounds like a shrug, but it’s actually the whole point. The 4-hour headline creates false certainty. The real framework — a thermometer, a known temperature line, a known time limit — is what lets you make an informed decision instead of a guess. Own a thermometer, keep the door closed, and let the temperature tell you what the clock can’t.
